FRANK KEARNS, M.S., MBA

Frank Kearns is a Senior Analyst with Health Care Development Services, Inc. Mr. Kearns is the Chief Executive Officer of Laboratory Alliance of Central New York, a consolidated for profit lab system of three of the major hospitals in Syracuse, NY with approximately 1350 beds.

Prior to 2001 he served as a consultant in healthcare for hospitals and independent laboratories across the U.S., and internationally. His assignments included consolidation planning, market strategy development, outreach programs and venture feasibility studies.

In earlier positions, he was President/CEO of the Pathology Medical Laboratory division of Scripps Health in San Diego, Executive Vice President of Business Operations at ARUP Laboratories in Salt Lake City and Vice President/General Manager of a western region Smith Kline Clinical Lab in Los Angeles. In these positions he had significant administrative responsibility for sales, marketing, strategic planning, transportation, client services, information systems, finance and business alliances.

Mr. Kearns received an MS in Medical Technology from California State University and an MBA from Westminster College in Salt Lake City. He completed executive management programs at the Stanford Graduate School of Business and the Peter F. Drucker School of Business in California.

Mr. Kearns is a member of the Clinical Lab Management Association (CLMA), the American College of Healthcare Executive (ACHE) and the Healthcare Information and Information Systems Society (HIMSS). He has presented topics at a variety of industry meetings and serves on the Healthcare Advisory Council of the New York State Assembly.
